The Association for the Prevention of Torture (APT) is pleased to announce a new Call for Proposals under the United Against Torture project, supported by the European Union. This funding opportunity is aimed at civil society organisations (CSOs) working to prevent torture and other forms of ill-treatment by strengthening oversight and specific safeguards for persons deprived of liberty.

Organisations / entities operating in 25 eligible countries across Africa, Asia-Pacific, and Latin America are invited to submit proposals for grants ranging from €5,000 to €25,000, depending on the scope and complexity of the proposed work. The grant implementation period runs from 1 October 2025 to 31 March 2026. The deadline for submission is 11 July 2025.

This call covers two areas of work:

  1. Increasing and strengthening oversight of deprivation of liberty
    Eligible activities include advocacy for ratifying the OPCAT, promoting the creation of National Preventive Mechanisms, and assessing detention control hearings to evaluate their role in detecting torture or ill-treatment, or unlawful detention.
  2. Advancing legal and procedural safeguards for persons deprived of liberty
    This includes conducting baseline studies on access to safeguards (i.e. the right to access a lawyer,  to medical care, to notify a third party and to be brought promptly before a court), and promoting legislative reforms to criminalise torture.

Who can apply:

  • Not-for-profit CSOs that operate independently and without undue governmental interference.
  • Organisations must operate in one of the 25 eligible countries listed in the call.
  • Only one application per organisation is allowed. Applicants must not exceed a total of €75,000 in funding received from the United Against Torture Consortium during the 2023–2026 project period.
