NPM Law N° 136-2008 (5 December 2008), Amendments to Article 7 of the NPM legislation (27 May 2014) and General Regulations of the NPM Law (19 October 2011)

Honduras ratified the OPCAT in 2006. This ratification, together with Bolivia’s on the same day, led to the OPCAT’s entry-into-force on 22 June 2006.

After consultations with relevant actors, in 2008 Honduras finally adopted a law creating a new specialized institution as National Preventive Mechanism, the National Committee for the Prevention Against Torture (CONAPREV), operational since 2010. An amendment to the NPM law was passed by the National Congress to ensure its independence and adequate resources in May 2014.

The SPT conducted a country visit to Honduras in September 2009 and an NPM advisory visit in April-May 2012. Both reports have been made public.
