CONTEXT
The Association for the Prevention of Torture (APT) is seeking to recruit an experienced ERP Selection Consultant to support the association in identifying and selecting a new Enterprise Resource Planning (ERP) system.
APT is a Swiss-based international non-governmental human rights organisation with operations in Switzerland and abroad, multiple funding sources, and complex financial, donor, and compliance requirements.
As part of its organisational development and efficiency efforts, APT intends to replace its current systems with a modern, integrated, ERP solution adapted to the needs of a growing NGO operating in a regulated Swiss and international environment.

The Association for the Prevention of Torture (APT) is an international non-governmental human rights organisation established in 1977. APT works for societies without torture and ill-treatment, advocating at the international, regional and national levels with an approach based on cooperation, dialogue and partnerships.
Our multicultural team of 16 staff comprises members working at the Centre Jean-Jacques Gautier in Geneva and in different locations around the world (Brazil, Mexico, Senegal and Thailand). The APT is an association under Swiss law, led by a Board elected by the General Assembly.

OBJECTIVE OF THE CONSULTANCY
The objective of this consultancy is to lead and support the structured selection of a new ERP* system that meets APT’s operational, financial, donor, regulatory, and strategic requirements, while taking into account limited internal IT resources and the need for a scalable, user-friendly solution.
The consultant will support APT from requirements validation through to final ERP* recommendation, including the preparation and management of a competitive selection process.
SCOPE OF WORK AND RESPONSIBILITIES
Under the supervision of the Head of Operations and in close collaboration with the Finance and HR Managers, the consultant will be responsible for the following:
1. ERP* requirements validation and prioritisation
- Review and validate APT’s ERP requirements, including:
- Level 1
- Financial and accounting needs (Swiss GAAP FER 21, VAT, audit readiness)
- NGO-specific fund, project and donor accounting
- Budgeting, forecasting and reporting
- Procurement, expense management and approval workflows
- HR and payroll integration (Swiss and international context)
- Technical, security and data protection requirements (GDPR)
- Project and operations Management
- Level 2:
- HR: performance management
- Facilitate work sessions with internal stakeholders to confirm priorities and constraints
- Translate operational needs into clear, structured, and prioritised functional and technical requirements
2. Market analysis and ERP* shortlisting
- Analyse relevant ERP solutions suitable for Swiss NGOs with international operations, with particular attention to:
- Swiss localisation and compliance
- NGO and donor-funded project experience
- SaaS solutions and vendor support
- Total cost of ownership, maintenance and scalability
- Support the refinement of a shortlist of suitable ERP solutions and implementation partners
3. Selection process and RFP management
- Prepare and finalise ERP selection documentation, including:
- Request for Proposals (RFP)
- Evaluation criteria and scoring framework
- Support APT during vendor briefings, Q&A, and proposal evaluation
- Facilitate product demonstrations and comparative assessments
4. Final recommendation and roadmap
- Support the preparation of a final ERP selection recommendation for management
- Provide high-level implementation considerations, including risks, dependencies, and indicative timelines
Contribute to a transition and implementation readiness roadmap (excluding system implementation itself)
* Note that the right solution for the APT might not be a full ERP but the implementation of new systems and integration processes/tools for overall highly improved operational efficiency.
DELIVERABLES
Key deliverables are expected to include:
- Validated and prioritised ERP requirements document
- ERP market analysis and shortlist justification
- RFP and evaluation framework
- Comparative assessment of shortlisted ERP solutions
- Final ERP recommendation report and implementation readiness roadmap
QUALIFICATIONS
Experience
Proven experience leading ERP selection projects, ideally for small entities, NGOs, non-profits, or donor-funded organisations
Understanding of accounting, regulatory requirements (Swiss GAAP FER 21, VAT, audit processes), Human resources and project cycle management (PCM) requirements.
Experience with ERP solutions
Experience with multi-project, multi-fund environments
Demonstrated ability to work with limited internal IT and financial resources
Knowledge and skills
• Solid understanding of finance, donor accountability, and internal control requirements
• Strong analytical, facilitation and documentation skills
• Ability to translate complex technical concepts into clear, decision-oriented recommendations.
• Excellent project management and stakeholder coordination skills
• High level of integrity and sensitivity to human rights and NGO values
• Fluency in English and good knowledge of French
DURATION AND WORKING MODALITIES
The consultancy is expected to last four months maximum, with a workload to be determined with the consultant.
The work will be carried out both remotely and in person. In person meetings and presentations in Geneva will be required. Please note that no budget is available for travel to/from Geneva - the consultant will be expected to attend in person sessions as a part of the base consultancy.
