In 2006, Senegal became one of the first African countries to ratify the Optional Protocol to Convention Against Torture. In 2009, the creation of the National Observer of Places of Deprivation of Liberty (ONLPL) was created. Since then, we at the APT have worked closely with the ONLPL, assisted it through trainings and supported it to forge connections with other NPMs in Switzerland and France to aid its development. Consequently, the ONLPL became the first operational NPM in Africa. Today, we continue to support the ONLPL in the implementation of its preventive mandate.
