Guidelines on investigative interviewing & associated safeguards – drafting group meets in Norway
The Drafting Group of the Universal Protocol on Investigative Interviewing and Associated Safeguards met in Oslo, Norway on April 2 and 3, 2019.
During this second workshop, the drafters made decisive progress on the text, consolidating the tremendous work done since the September meeting, in Geneva. In the coming weeks, the Drafting group will finalise an updated version of the text, for the consideration of the initiative’s Steering Committee and Advisory Council members.
The APT, together with Anti-Torture Initiative (ATI) and the Norwegian Center for Human Rights (NCHR) are coordinating the development of the guidelines, which will provide practical guidance to law-enforcement officials and other authorities on the conduct of effective, ethical, and non-coercive investigative interviews, and on the implementation of associated safeguards.
The expert-driven, multidisciplinary process for developing the guidelines, which features the participation of professionals from dozens of countries around the world, has been ongoing since October 2016. More information about the process can be found here.
