Earlier Terms of Reference of the National Committee on Torture, which had created a New Specialised Institution were replaced in 2024 by the Law designating the National Human Rights Commission as NPM.
On 27 July 2009 Nigeria ratified the OPCAT and, in September of the same year, established a new specialised institution as its NPM: the National Committee on Torture.
After years of discussion, the NCT was replaced as Nigeria's NPM by the National Human Rights Commission, which was designated in 2024.
