Brazil has the world’s third largest prison population with overcrowding a chronic issue. An estimated forty percent of the country’s prison population consists of pre-trial detainees, who are amongst the most vulnerable to torture and other ill-treatment.
The APT has been active in Brazil for over a decade guiding local, regional and national bodies to set up detention monitoring bodies and improve their processes. Currently, the APT’s work in Brazil is focused on three key objectives: assisting Local and National Preventive Mechanisms in their work, strengthening custody hearings, a practical tool to prevent torture, and enhancing the visibility and protection of LGBTI detainees.
