European NPM Project – Albania

In the framework of the Council of Europe (CoE) 'European NPM Project', a four-day Onsite Exchange of Experience was organised in Tirana, Albania from Tuesday 28th June to Friday 1st July 2011 with the Albanian NPM (People’s Advocate).

This event was organised jointly by the CoE, APT (as the implementing partner) and the Albanian NPM. The workshop gathered 11 members from the Office of the People’s Advocate. This included 5 permanent members of the NPM, 6 from various departments in the Office, 3 NGO representatives with whom the NPM has formal agreements and 8 international experts from the United Nations Subcommittee on Torture Prevention (SPT), one member of the European Committee for the Prevention of Torture (CPT), the CoE and the APT.

During this onsite exchange of experience, the international experts accompanied the Torture Prevention Unit (5 NPM and 3 NGOs representatives of which two were medical experts) as well as 3 representatives from the office as observers to a prison and a police station on the outskirts of Tirana. After the ‘visiting exercise’ the participants reflected and exchanged together with the international experts on their practice and discussed some key issues that could be addressed in order to further improve the NPM work.
