Brazil: New decree regulates future National System to Prevent Torture

Brazil has taken a new step towards the creation of the National System to Prevent and Combat Torture - established by law in August 2013 – through the publication of a Presidential Decree which regulates, among other things, the selection process of the members to the two national torture prevention bodies.

This important step should be accompanied by a firm political will to put an end to cruel, inhuman and degrading treatment, through the creation of local preventive mechanisms, following the experience of the State of Rio de Janeiro where a local mechanism has been active since 2011.
