Togo - OPCAT Situation

Togo ratified of the OPCAT in July 2010. In December 2011, during the Universal Periodic Review the government of Togo publicly announced its intention to designate the National Human Rights Commission as NPM. In September 2012, Togo notified the SPT through an official correspondence.

The NPM is not operational yet. In 2012, the National Human Rights Commission started a process to review its legal basis in order to make it compliant with the OPCAT and strengthen the NPM mandate. The draft law reforming the National Human Rights Commission to perform the NPM mandate was adopted by the Parliament in March 2016 and has to be reviewed by the Constitutional Court before being promulgated.

The UN Subcommittee on Prevention of Torture conducted a country visit to Togo in December 2014. The visit report has not been made public yet.

The SPT member Catherine Paulet is the SPT Focal Point for Togo.
