South Africa - OPCAT Situation

Although South Africa announced their intention to deposit the instrument of ratification of the OPCAT in September 2012, South Africa has not yet ratified the OPCAT.
The APT has been informed that ratification may be approved by the Cabinet in June 2013 and, subsequently, be submitted to the Parliament. Furthermore, South Africa is likely to ratify with a declaration under Art. 24, Part IV OPCAT (delaying the designation of the NPM for three years).
