Mali - OPCAT Situation

Mali joined the OPCAT States Parties in 2005. One year later, a National Human Rights Commission was established via Presidential Decree and it was decided that it would perform the functions of NPM as well. In 2009, the legal basis of the National Human Rights Commission was reviewed and a new legislation and implementation decree were adopted.

The Subcommittee on Prevention of Torture visited Mali in 2011. The report has not been made public yet.

The SPT member Paul Lam Shang Leen is the SPT Focal Point for Mali.

NPM Legal Framework

The National Human Rights Commission was initially established by a Presidential Decree. In late 2009, law n°042 (19 November 2009), which constitutes the new legislative mandate of the National Human Rights Commission, was adopted by the Parliament. The law was completed by decree n°09-641 (30 November 2009).
