Mali - OPCAT Situation

Mali joined the OPCAT States Parties in May 2005. One year later, a National Human Rights Commission was established via Presidential Decree and it was decided that it would perform the functions of NPM as well.

In 2009, the legal basis of the National Human Rights Commission was reviewed and a new legislation and implementation decree were adopted. However, the new legislation is not fully compliant with the Paris Principles, especially regarding the financial autonomy and composition. Therefore, a process to review the legislation was initiated in 2014, to make it compliant with the Paris Principles and strengthen the mandate of the NPM within the NHRI. The new law was adopted by Parliament in July 2016.

The Subcommittee on Prevention of Torture visited Mali in 2011. The report has been made public in 2014.

The SPT member Gnambi Garba Kodjo is the SPT Focal Point for Mali.
