Finland - OPCAT Situation

Finland signed the OPCAT in 2003 and does not intend to ratify it before having identified or created its NPM. As a result, a Working Group was set up in 2006 to examine how to implement the OPCAT at the domestic level.

Through its 4-years mandate the Working Group investigated the possible options and  submitted its Report in 2011, suggesting that the Parliamentary Ombudsman be desginated as NPM.

A final decision on the matter has not been reached yet.
